Job Description

  • Requirements definition and management: support to the definition, traceability, and maintenance of technical requirements.

  • Design and development planning: preparation and maintenance of design, implementation and integration plans.

  • Integration, Verification and Validation (IV&V) management: support to planning, execution, and documentation of verification and validation activities, including test cases and procedures.

  • Configuration management: coordination of configuration baselines across systems.

  • Project management: engineering support to the full lifecycle of project delivery, from initiation and planning to execution, monitoring, control, and closure, contributing to projects delivered on time, within budget, and to the required quality and scope.

  • Service declaration: engineering support to the definition and maintenance of a portfolio of services provided by a ground segment system functional group.

  • Service definition: engineering support to tailoring of declared services to the specific needs and context of a specific customer or ground segment.

  • Machine Learning/Artificial Intelligence: engineering support to the development of ML/AI software applications.

  • In particular, the service shall provide system engineering and project management support to the definition, declaration, development, and maintenance of the EUMETSAT Multi-Mission Element (MME) services, consisting of:

    • Monitoring Services: Ground Segment including hardware monitoring and reporting, Satellite and Ground Station Monitoring.

    • IT & Site Infrastructure Services: Computing, Storage, and Network.

    • Processing Services: Offline Satellite Analysis and Reporting, Mission Data Re-Processing.

    • Data Access Services: Mission Data Long-Term Archive, Online Data Access, Near Real-Time Distribution, Data Circulation, Encryption Key Generation, and Data Collection Platform.


Qualifications

  • University degree (or equivalent) in a relevant discipline

  • Experience in the field of system engineering

  • Experience in the field of project management

  • Experience in the analysis and generation of requirements, architectural designs, development, integration, verification, validation, operations and maintenance of ground segment systems.

  • Experience in project planning, execution, monitoring, control and/or closure

  • Capability to prepare and maintain services specifications

  • Capability to prepare system requirements and design documents, and to perform system level analyses for complex satellite based systems

  • Capability to prepare project opening forms, project management plans, project schedules, project budget and resource plans and project closure forms

  • Experience in writing technical requirements (preferably to ECSS standards)

  • Experience in utilization of project management tools and techniques

  • Capability to prepare and maintain ICDs (Interface Control Documents)

  • Knowledge of satellite ground segment system engineering and system and software life-cycles and standards

  • Knowledge of project management processes and standards.

  • Definition, management and traceability of requirements structure with the support of dedicated tools (e.g. DOORS)

  • Experience in Integration, Verification and Validation (IV&V) of complex systems

  • Experience testing coordination and execution and verification activities

  • Knowledge in AI/ML technologies and models and in supporting SW frameworks

  • Knowledge in Data distribution and dissemination

  • Knowledge in Ground Segment Monitoring

  • Knowledge in Archive systems

  • Knowledge in Computer systems, Network systems and IT Security

  • High degree of working autonomy

  • Practical knowledge in project management standards and frameworks (e.g. PMI PMBOOK, PRINCE2)

  • Fluency in English

  • Practical knowledge in Configuration Control
